Brazilian Lawmaker Moves to End Fixed-Odds Betting

Brazilian federal deputy Caroline De Toni has introduced Bill 5,153/2026, which would ban fixed-odds betting across the country. The proposal covers online and retail betting on sports, other real events and virtual events.

If approved, existing federal betting licences would be cancelled after a 180-day transition period. Operators would then receive up to 90 days to pay outstanding prizes and return player balances.

The bill would also prohibit betting advertising, sponsorships, bonuses, loyalty programmes and paid promotions by affiliates or influencers. Authorities would be able to block betting websites, remove apps and stop financial or cryptocurrency transactions connected to operators.

Companies that break the proposed rules could face fines of between 0.1% and 20% of their previous annual gross revenue. Each fine would be capped at R$2 billion. Operating an illegal fixed-odds betting business could also lead to two to five years in prison.

Players would not face criminal penalties simply for placing a bet. Fantasy sports and other lottery products authorised by the government would remain permitted.

De Toni submitted the proposal on August 24, 2026. It has not been approved and must pass through Brazil’s legislative process before it can become law.
