Peru Proposes Raising Online Betting Consumption Tax From 1% to 5%
Peru could increase its selective consumption tax (ISC) on online betting from 1% to 5% under a new bill introduced by the Civic Works Party parliamentary group.
The proposed tax would apply to every online wager, regardless of whether the operator is based in Peru or abroad. Land-based gambling would not be affected.
The increase would be separate from the existing 12% tax on gross gaming revenue (GGR) paid by online gaming and sports betting operators.
If approved, the law would take effect the day after its publication in Peru’s official newspaper, El Peruano. The new 5% rate would apply from the beginning of the following calendar month.
The proposal aims to increase government revenue while addressing concerns about gambling addiction and protecting younger audiences.
According to the bill, Peru recorded 14,409 cases of treatment for gambling addiction in 2025.
The current 1% tax generates approximately S/324 million ($94.1 million) annually. Increasing the rate to 5% could raise this figure to S/1.62 billion, although these estimates are based on a simplified scenario.
The bill also acknowledges that operators could absorb the additional costs, pass them on to players through changes in betting conditions, or share the financial burden.
Peru’s regulated online gambling market launched in February 2024, with the existing 1% consumption tax taking effect on July 1, 2025.
